Thank you for your letter of 16th November
(8.43577) about the New Territories of Hong Kong.
I think the reason why the matter of a
payment from Hong Kong funds for the purpose you
mention has not been raised is that the question of
a loan to China was examined and turned down on the
basis of quite different considerations.
The New
Territories only came into the picture as something
which might possibly be appended to our prospective
benefits if His Majesty's Government were inclined to
help China by providing a loan in support of Chine se
currency at this time.
3. If and when an opportunity arises to
propose a deal with China to give us a longer range
of the New Territories, it would be reasonable to have
in mind the possibility of Hong Kong making a
contribution
